The choice of yellow for the tarps is derived from the yellow branding of a luxury highrise and yellow signage used by the city to displace the homeless from the area. The title of the project gets its name from both the tarps used by homeless to cover their belongings and the T.A.R.P. federal economic bailout program of 2008, commonly known as the “Wall Street Bailout.”" |
